Illinois American Water Marks One Year of Expanded Discounts
Illinois American Water Income-Based Discount Program has helped more than 4,000 households save an average of $40 monthly.

Illinois American Water has helped more than 4,000 Illinois households lower their monthly water and/or wastewater bills through its Income-Based Discount Program, which it expanded one year ago. Participating customers have saved an average of $40 per month since the program expanded on July 1, 2025. The program is administered by Dollar Energy Fund and serves eligible residential customers across Illinois. Discounts range from 10% to 80%, based on household income and size.
Broader Income Eligibility
The expansion made households with gross incomes at or below 300% of the current Federal Poverty Income Guidelines eligible for monthly bill discounts. Customers at or below 50% of the guidelines can receive an 80% discount, while those between 51% and 100% can receive 65%.
Customers between 101% and 150% of the guidelines receive a 40% discount, while those between 151% and 300% receive 10%.

Monthly Credits For Customers
Approved customers receive the discount as a monthly credit directly on their account. Participants must recertify annually to remain enrolled.
Customers can apply through Illinois American Water’s customer assistance webpage. The utility also offers H2O Help to Others™, payment arrangements and Budget Billing.
