Pennsylvania American Water Marks 35 Years of Aid
H2O Help to Others marks 35 years, with Pennsylvania American Water providing more than 40,000 hardship grants.

Pennsylvania American Water has provided more than 40,000 hardship grants totaling over $12 million through its H2O Help to Others program since 1991. The utility is marking the program’s 35th anniversary this fall. More than 25,000 customers now receive monthly bill discounts averaging nearly $20. In 2025, the program delivered more than $16 million in bill discounts and nearly 1,000 water conservation kits across Pennsylvania.
Program Support Expands
H2O Help to Others began with one-time hardship grants and is administered with Dollar Energy Fund. It now offers tiered monthly bill discounts, debt forgiveness, water-saving devices and education. Water and wastewater customers with household incomes up to 250% of the Federal Poverty Income Guidelines may qualify.
Justin Ladner, President at Pennsylvania American Water, said:
“Affordable access to water is essential for every family and household we serve. For 35 years, H2O Help to Others has been a critical part of our commitment to customers, helping connect those facing financial challenges with meaningful support that can make a real difference in their lives.”
Longstanding Customer Assistance
The program serves seniors on fixed incomes, working families facing temporary setbacks and customers experiencing unexpected financial challenges. Pennsylvania American Water established the program when customer assistance initiatives were uncommon among water utilities.
Chad Quin, Chief Executive Officer at Dollar Energy Fund, said:
“Pennsylvania American Water recognized the need for customer assistance long before water utilities were expected to provide these programs. Their leadership helped establish a model that continues to connect customers with essential support when they need it most.”
Focus On Affordability
The utility continues to review and expand its customer assistance offerings as community needs change. Customers can learn more through the program information page.
Justin Ladner, President at Pennsylvania American Water, added:
“We continuously review our customer assistance programs because the needs of our communities continue to change. For 35 years, H2O Help to Others has reflected our belief that customers shouldn't have to choose between affordability and access to a safe, reliable water supply. While we're proud to celebrate this milestone, our focus remains on helping customers today while continuing to provide the high-quality service our communities depend on every day.”
