American Water Names New Missouri, Illinois Presidents
American Water leadership changes name Rebecca Losli president of Missouri American Water and Brian Eisenloeffel president in Illinois.

American Water has named Rebecca Losli president of Missouri American Water and Brian Eisenloeffel president of Illinois American Water. Losli moves from leading Illinois American Water, while Eisenloeffel steps up from vice president of Operations for the Illinois subsidiary. Rich Svindland will resign as president of Missouri American Water on Oct. 23, 2026, to pursue a new professional opportunity. The regulated water and wastewater utility serves approximately 14 million people across 14 states and 19 military installations.
Missouri Leadership Transition
Svindland’s tenure included serving as president of Missouri American Water and California American Water. Losli joined American Water in 2021 as director of Engineering for Missouri American Water, later taking on Business Development responsibilities and becoming vice president of Engineering and Business Development.
Losli has led Illinois American Water since 2022. Before joining American Water, she served as program manager of Program Planning for the Metropolitan St. Louis Sewer District, founded Losli Engineering, LLC, and was Water Regional Global Practice Leader at Burns & McDonnell Engineering Company.
Illinois Operations Appointment
Eisenloeffel has served as vice president of Operations for Illinois American Water since 2024. He began his American Water career at Missouri American Water in 2002 as an engineer and has held roles including senior director of Operations in St. Louis County.
Cheryl Norton, executive vice president and chief operating officer at American Water, said:
“Rebecca and Brian are proven leaders who bring complementary strengths to these roles. Rebecca's engineering, business development and state-president experience, along with her familiarity with Missouri, will be invaluable as she returns to lead Missouri American Water. Brian's operational expertise, strong relationships across Illinois and steadfast commitment to employees and customers make him well suited to lead Illinois American Water. I am confident they will build on the strong foundation in both states and continue advancing our focus on safety, operational excellence, customer service and community partnership.”
Leaders For Both States
The appointments put Losli and Eisenloeffel in charge of American Water’s Missouri and Illinois subsidiaries, following their prior engineering, business development and operations roles within the company.
