The D.H. Collective has received Texas Department of Information Resources Cooperative Contract No. DIR-CPO-6230 to supply flood early warning system technologies and professional services to eligible public entities statewide. The contract opens a procurement route for state agencies, counties, cities, higher education institutions, school districts, river authorities, and other qualified organizations. DHC has assembled a team of local Texas partners to provide sensing, edge computing, communications, field deployment, systems integration, and professional services to deliver a comprehensive FEWS solution.

Cooperative Procurement Route

The contract is administered through the Texas Department of Information Resources Cooperative Contracts Program. Eligible entities can procure flood early warning technologies and related professional services through the established purchasing vehicle.

The DHC team brings together engineering, controls integration, industrial internet of things software, deployment services, cybersecurity, cloud architecture, and technical program management. No contract value or implementation schedule was disclosed.

Abby Halder, CEO of The D.H. Collective, said:

“This contract represents more than an award, it represents an opportunity, and we’re honored to be working alongside some of Texas’ leading engineering and technology companies to deliver innovative FEWS solutions that strengthen preparedness and resilience for the communities we serve.”

System Integration Team

Projexel LLC will serve as the flood early warning system integrator and professional services provider. Its scope includes solution architecture, software and data engineering, cybersecurity, deployment, field integration, testing, commissioning, and operational support, spanning sensors, edge computing, communications, dashboards, and public alerts.

Projexel will also resell the CorGrid industrial IoT software platform and CorSense edge gateway devices from Corvalent Corporation. Corvalent will license and supply the platform, while Projexel is responsible for design, deployment, field integration, testing, and operational performance for end customers.

Joe Trujillo, Chief Executive Officer of Projexel LLC, said:

“This award is about giving Texas communities something they can never buy back: time. Projexel’s role is to make every part of the system work together—from the first sensor reading in the field to the alert that reaches the people who need it. We are proud to lead that integration and to stand alongside Corvalent and our other partners in delivering a FEWS capability Texans can trust when the weather turns and every minute matters.”
